UPDATE June 13: In the message below that was announced just after WHO upgraded to a Phase Six pandemic declaration, at the end the end of the announcement we are told that the government does not know what is going to happen over the summer or when the flu season starts up in America. Then she states that "H1N1 and the flu season will start in the Fall". How do they know that it will start in the Fall, and why would she have bothered with stating that decisions will be based on whether "the science" determines that the government should start an immunization campaign after stating that H1N1 is going to start in the Fall?
